Proposed payment could cost more than $1 trillion, with implementation dependent on Republican control of Congress and approval of the necessary legislation.

U.S. President Donald Trump has promised to pay every adult American citizen $5,000 if Republicans retain control of both the House of Representatives and Senate in the November midterm elections.

Trump made the pledge at the Republican Party’s first midterm convention in Dallas, describing the proposed payment as a “Trump dividend” and saying it would be possible because of what he called the country’s economic strength and success.

He also said recipients would have to spend the money within the United States. “If the Republicans win, you win with us, and you get $5,000,” Trump told supporters at the convention.

The president did not provide details on how the payments would be financed, when they would be distributed or what legislative process would be required to make the plan a reality.

The proposal would require congressional approval, meaning winning control of both chambers would not by itself guarantee that the payments would be made.

The potential cost is substantial. With roughly 240 million adult U.S. citizens, a $5,000 payment to each would cost about $1.2 trillion.

Other estimates, depending on eligibility, put the total cost as high as $1.35 trillion. That would make the proposal comparable to a significant portion of the federal government’s annual spending and larger than the government’s annual defence budget in some recent fiscal years.

The funding question is therefore likely to be central to any congressional debate over the proposal. Trump did not identify a specific funding mechanism during his convention speech, although his previous proposals for direct payments have been linked to revenue generated from tariffs.

Trump has previously floated the idea of returning tariff revenue to Americans. In 2025, he proposed a $2,000 “tariff dividend” for Americans, with higher-income earners potentially excluded, but the plan was not enacted.

Direct federal payments to Americans are not unprecedented. During the COVID-19 pandemic, Congress authorized several rounds of economic impact payments under legislation signed by both Trump and his successor, Joe Biden.

Those programmes were designed to support households and stimulate an economy severely affected by the pandemic.

Trump’s latest proposal, however, is explicitly tied to the outcome of a congressional election. The November 3 midterm elections will determine all 435 seats in the House and roughly one-third of the Senate, as part of the regular cycle for electing members of Congress.

The elections are expected to be closely watched because the president’s party traditionally faces losses in midterm contests.

Republicans currently hold narrow majorities in Congress, making control of both chambers particularly vulnerable as Democrats seek to make gains.

Trump used the Dallas convention to place himself at the centre of the Republican campaign, urging voters to treat the election as a referendum on his presidency even though he is not on the ballot.

The president also highlighted his administration’s economic record and warned supporters about the consequences of a Democratic victory.

The proposed dividend could provide a significant financial benefit to recipients if implemented, but its size also raises questions about its effect on the federal deficit, national debt and inflation.

The United States recorded a federal budget deficit of about $1.8 trillion in the previous fiscal year, while the national debt is approaching $40 trillion.

For now, the $5,000 payment remains a campaign promise rather than an approved government programme. Its implementation would depend on Republicans winning both chambers, Congress approving the necessary legislation and lawmakers resolving how the payments would be funded and administered.
