The Nigerian Communications Commission, NCC, has launched the Zero-Rated Data Access to Educational Platforms and Content initiative to provide eligible learners with free daily internet access to approved educational platforms across Nigeria.

The commission said the initiative is designed to expand access to digital learning resources, reduce educational inequalities and support Nigeria’s long-term economic development through investment in human capital.

The programme, launched on Thursday, adopts a coordinated national approach to improving affordable and equitable access to digital education while supporting the country’s broader digital economy objectives.

Under the Operator-Sponsored Model, eligible users will receive up to 100 megabytes of free data every day when accessing designated educational websites and platforms.

The NCC explained that the allowance translates to about 700MB of educational data weekly, approximately 3GB monthly and up to 36.5GB annually for each eligible user.

Speaking at the launch, the Executive Vice Chairman of the NCC, Dr Aminu Maida, said the initiative forms part of broader government efforts to equip Nigerians with digital skills and knowledge.

Maida linked the programme to President Bola Tinubu’s vision of building a $1 trillion economy, stressing that achieving the target would depend significantly on developing the country’s human capital.

He said internet connectivity remained essential for citizens to benefit fully from digital skills programmes and other educational opportunities.

According to the NCC chief, although 100MB of free data may appear small on a daily basis, its cumulative impact could become significant when extended to millions of learners across the country.

The commission said the free allowance could support different forms of digital learning depending on the nature of the content being accessed.

Text-based educational materials, PDF documents and online searches generally require less data, while audio lessons and other content-intensive activities consume more. Consequently, the amount of learning time supported by the daily allowance will vary according to the platform and type of educational activity.

Maida said improved internet access could also help reduce disparities in educational resources between different parts of Nigeria.

He explained that connectivity could help bridge gaps in areas where there are shortages of teachers by allowing learners to access teachers, instructional materials and other educational resources remotely.

He said the initiative forms part of a wider effort to ensure that educational opportunities reach citizens regardless of their location.

Industry stakeholders estimate that providing the free data allowance to five million students could cost participating operators about N15 billion monthly, translating to approximately N180 billion annually.

However, Maida described the projected cost as a strategic investment in Nigeria’s future rather than a burden on telecommunications operators.

He said learners who benefit from improved access to education could eventually become innovators, professionals and entrepreneurs who contribute to economic growth and create new opportunities for the telecommunications sector.

The EVC also said the initiative was designed with sustainability in mind. He explained that the 100MB daily cap would allow the government and industry stakeholders to monitor usage patterns and assess the programme before making adjustments.

Participating educational platforms are also being encouraged to optimise their websites and services to reduce data consumption. This includes limiting advertisements and ensuring educational content is delivered as efficiently as possible.

The Director of Policy, Competition and Economic Analysis at the NCC, Ayuba Shuaibu, said the initiative includes a governance structure through which the Federal Ministry of Education and the NCC will jointly approve and whitelist educational platforms that qualify for participation.

He said participating platforms would be required to comply with telecommunications, cybersecurity, consumer protection, child protection and data protection regulations.

Eligible platforms include Learning Management Systems, digital libraries, educational repositories, teacher development platforms, as well as technical and vocational training platforms.

The framework also includes measures to protect net neutrality, promote fair competition and ensure inclusivity across the education sector.

Under the initial rollout, participating mobile network operators will provide the 100MB daily zero-rated allowance to users accessing approved educational websites and platforms.

The allowance will be reviewed periodically as the initiative develops, with the NCC and its partners monitoring usage and assessing the programme’s effectiveness.

The commission said performance indicators would include service availability, platform usage, data consumption, consumer complaints, network performance and compliance with applicable regulatory requirements.

Shuaibu disclosed that several learning platforms had already been assessed, approved and whitelisted for the initial phase of the programme.

He added that only approved platforms would initially qualify for the free data access, while additional educational platforms could be incorporated as the initiative expands.

The NCC and its partners will also begin collecting data to support a structured assessment of the programme’s impact.

The assessment will examine educational, technical, financial, consumer protection and regulatory outcomes, with the findings expected to guide future adjustments to the operating model and expansion strategy.

The Chairman of the NCC Board, Idris Olorunnimbe, described the initiative as a demonstration of the Federal Government’s commitment to improving education through digital connectivity.

The Minister of Education, Dr Tunji Alausa, also commended the NCC for spearheading the initiative and conducting extensive consultations with stakeholders before its launch.

Alausa said the programme addresses one of the major barriers to digital learning in Nigeria: the cost of internet access.

He said allowing learners to access approved educational platforms without paying data charges would expand digital learning opportunities, particularly for students from low-income households.

The minister expressed optimism that the initiative would contribute to a more inclusive education system by giving more Nigerian learners access to digital resources regardless of their economic circumstances or location.
