In a concerning turn of events, the salaries of over 2,000 civil servants in various Federal Government ministries, departments, and agencies have been withheld, sources reveal.
The cause behind this unexpected delay is said to be linked to discrepancies identified during the recent verification process conducted by the Office of the Head of Civil Service of the Federation.
Speaking anonymously due to Public Service Rules, a senior civil servant from the Federal Ministry of Defence disclosed that a significant portion of employees in the ministry had not received their salaries. The delay is believed to be a result of issues arising from the Integrated Payroll and Personnel Information System ,IPPIS.
Another senior civil servant from a prominent federal government agency explained that a specific percentage of civil servants faced salary withholding due to verification failures on the IPPIS platform. Approximately 2,000 civil servants are reportedly affected by this development.
The spokesperson for the Office of the Accountant General of the Federation, Bawa Mokwa, acknowledged the situation, stating, “Salaries started dropping on Thursday last week. It’s not all civil servants. When I get the position of the director of IPPIS, I will get across to you.”
Meanwhile, the National President of the Association of Senior Civil Servants, Tommy Etim, assured that the Office of the Head of Civil Service of the Federation was actively addressing the issues.

Etim had previously warned that around 5,000 civil servants could face the forfeiture of their November 2023 and December 2023 salaries due to IPPIS verification and related discrepancies.
He explained, “As of today, only those who had earlier completed their verification exercise but were mistakenly delisted have had their salaries restored while 5,000 civil servants still have discrepancies on their date of first appointment and dates of birth.”
While 2,772 workers with no issues have been verified and forwarded to IPPIS for payment, the names of the remaining 5,000 are to be confirmed by their Directorate of Human Resources. Efforts are being made to expedite the process to ensure that those cleared receive their December 2023 salaries without delay.
The Association of Senior Civil Servants appeals to the Federal Government to prioritize resolving these discrepancies promptly to prevent further delays in salary disbursement. Civil servants are encouraged to check the Head of Service website for regular updates on the situation.
