The National Assembly has initiated the process of repealing and re-enacting of the National Identity Management Commission, NIMC, Act No. 23
This move was in effort to enhance the regulatory capabilities of NIMC, signifying a critical legislative effort aimed at improving the efficacy and inclusivity of the National Identity Management System.
A statement by the Head, Corporate Communications Unit, Kayode Adegoke noted that the comprehensive bill introduced several key amendments designed to strengthen the Nigeria ID System.
“The amendment seek to fortify the foundational framework of the NIMC and its operation by Expanding the Scope of Registrable Persons.
“The benefit to the country is more comprehensive and inclusive identification system, which enhances national security, facilitates efficient service delivery, and promotes financial inclusion,” the statement read in part.
The bill also aimed to streamline the sharing of personal data, incorporating robust data protection measures to safeguard the privacy and confidentiality of individuals’ personal data and foster trust among citizens in the handling of their information. It also enhances NIMC’s administrative enforcement Power to ensure timely and accurate compliance with ID registration requirements.

“The NIMC repeal and enactment bill, when passed into law, will lead to a more streamlined registration process, reducing bureaucratic hurdles and enhancing the reliability of the Nigeria ID System,” the statement added.
The NIMC, established by Nigeria’s government through Act No. 23 of 2007, is tasked with setting up and overseeing a national database to register citizens and residents.
Its responsibilities include assigning a Unique National Identification Number and issuing General Multi-Purpose Cards , to both Nigerian citizens and legally residing individuals.
The NIMC Act also provides legal support for these operations while nullifying any prior legislation that contradicts its directives.
