Determined to ensure proper coordination of security challenges nationwide, the Office of the National Security Adviser, ONSA, has created the Directorate of State Liaison, DSL, and named Lami Chinade as its first Director.
This new directorate was established with approval from President Bola Tinubu to strengthen coordination on national security matters at the state and local government levels. In a statement released by ONSA in Abuja on Tuesday, the DSL aims to foster proactive collaboration between state governors and ONSA, ensuring the effective implementation of security policies nationwide.
The directorate’s key responsibilities include managing a comprehensive database of state and local contacts, coordinating community engagement programs, and overseeing joint security decisions between state governments and the federal security apparatus.
The DSL will play a crucial role in conflict resolution, identifying areas for improvement, and enhancing national security service delivery across Nigeria. It will also act as a liaison between state authorities and the federal government, facilitating clear communication and cooperation on security priorities.

ONSA emphasized that the creation of the directorate was driven by the need to monitor the impact of national security policies on state governance and development, while also facilitating dialogue to address conflicts between states and national security entities.
As the pioneer Director, Lami Chinade will lead the directorate, working closely with state-level stakeholders and civil society organizations. With over 30 years of experience, including previous roles at the National Human Rights Commission and in the petroleum industry, she brings a wealth of expertise to the position. Her duties will include monitoring and evaluating national security programs, while providing regular updates to the National Security Adviser.
The National Security Adviser is a senior official in the cabinet of the President of Nigeria who manages national security on behalf of the President and serves as his chief advisor on all matters that are vital to the survival of Nigeria. The position is a statutory member of the Presidency, National Security Council and Federal Executive Council. The National Security Adviser heads ONSA, which is responsible for the leadership, management and capacity development of the security architecture of the Nigeria.
