President Bola Ahmed Tinubu has requested the approval of the Senate for the Federal Capital Territory Administration, FCTA’s 2025 Appropriation Bill, proposing a total expenditure of ₦1.7 trillion aimed at deepening infrastructure development and expanding access to social services in Nigeria’s capital.

The president’s formal request was contained in a letter read by Senate President Godswill Akpabio during plenary on Wednesday, May 14, 2025.

The proposal was submitted in accordance with Section 299 of the 1999 Constitution (as amended), which gives the National Assembly legislative powers over the FCT.

According to the president, the budget framework is built around key priority areas aimed at enhancing the quality of life in the Federal Capital Territory.

These include strengthening healthcare services, improving education infrastructure, promoting youth empowerment and job creation, expanding access to social welfare services, boosting agricultural productivity, and enhancing security and public safety across the FCT.

Tinubu said the budget is part of broader federal efforts to combat poverty, expand economic inclusion, and complete major urban development projects in the capital city.

The proposed fiscal plan reflects the government’s intent to improve the quality of life in the FCT and sustain its status as the seat of power and a model city in West Africa.

Of the total ₦1.7 trillion expenditure, capital spending accounts for a significant portion, with 85% dedicated to the completion of ongoing projects, such as roads, hospitals, schools, waterworks, and transportation facilities. The remaining 15% is set aside for newly proposed capital projects, particularly in satellite towns.

“This is to sustain the ongoing efforts at providing basic infrastructure and social amenities in the FCT,” Tinubu said.

He stressed the need for a fast-tracked review and passage of the budget to avoid delays in project execution and service delivery. He also called on lawmakers to consider the long-term impact the budget would have on employment generation and urban development.

If passed, the budget would empower the FCTA to accelerate strategic initiatives in line with the president’s Renewed Hope Agenda, which seeks to address economic disparities and improve governance efficiency.
