FG demands proof of approval from workers on study leave

The Federal Government has demanded that Federal Civil Servants on study leave provide proof of approval from the Office of the Head of Civil Service of the Federation.

This comes as the Federation’s Head of Civil Service, Folashade Yemi-Esan, announced that the Federal Government has implemented a mechanism for routine verification of workers in the service in order to determine their “true” location. In a memo addressed to all permanent secretaries and shared with our correspondent in Abuja on Friday, it was revealed that the Federal Government is taking steps to address the misuse of study leave by civil servants.

This action follows concerns raised in August 2021 regarding civil servants obtaining admission letters from questionable foreign universities to apply for study leave. To combat this issue, the government mandated in 2022 that civil servants sign bonds to prevent the misuse of study leave.

In the memo addressing the latest development and the importance of physical verification, Yemi-Esan emphasized the need to maintain the achievements of the Integrated Personnel Payroll and Information System, IPPIS. She directed ministries to conduct a physical verification exercise for all staff to confirm their whereabouts. Officers on study leave must present evidence of approval from the Office of the Head of the Civil Service of the Federation, noted in the remark column.

The report of this exercise, signed by the permanent secretary, is expected to be submitted to the Office of the Head of the Civil Service by April 2, 2024.
