President Volodymyr Zelensky of Ukraine has emphasized that securing approval for long-range weapons is a crucial element of his upcoming “victory plan,” which he intends to present during his visit to the United States next week.
As tensions continue to escalate in the ongoing conflict with Russia, Zelensky’s strategy aims to enhance Ukraine’s military capabilities and assert its right to target Russian territory.
In an interview, Zelensky articulated that while Ukraine possesses some long-range weaponry, it lacks the necessary quantities and authorization from allies, particularly the U.S. and the U.K., to deploy these assets effectively against Russian targets.
He noted that concerns about potential escalation have led to hesitance among Western allies regarding the provision of such military support.
“We have long-range weaponry. However, let’s just say it’s not the quantity we require,” he stated, underscoring the urgency for increased military assistance.

Zelensky’s visit, scheduled for September 26, will include a meeting with U.S. President Joe Biden and Vice President Kamala Harris, where he plans to discuss not only military needs but also broader strategic goals for Ukraine as it seeks to strengthen its position in the conflict.
The Ukrainian leader is optimistic that his discussions with Biden could lead to a shift in U.S. policy, recalling past instances where Biden has changed his stance based on evolving circumstances.
The “victory plan” will detail specific military resources required for Ukraine’s defense and outline proposals for increasing domestic weapons production. It also aims to leverage international support for Ukraine’s strategic objectives, including potential NATO membership and economic sanctions against Russia.
Zelensky’s upcoming address at the United Nations General Assembly will further highlight Ukraine’s plight and seek global backing as the conflict enters a critical phase.
