China has unveiled an ambitious work plan to stimulate service consumption in 2025 as part of the country’s broader strategy to enhance domestic demand and improve economic growth.
The plan, jointly issued by the Ministry of Commerce and eight other government departments, outlines 48 specific measures aimed at expanding the supply of consumer services, improving service quality, and unlocking the sector’s growth potential.
The measures span a wide range of industries, covering both traditional service sectors and emerging forms of business and consumption.
Six main focus areas are highlighted in the plan: policy support, promotional activities, market opening, and the creation of a more favorable consumption environment.
One of the key aspects of the plan is the push to increase the availability of high-quality consumer services. This will involve reducing market restrictions and encouraging more domestic market players to enter the sector.

The plan also includes targeted policy measures for essential services such as eldercare, childcare, and housekeeping, reflecting a growing emphasis on services that address the daily needs of the population.
This move is part of China’s ongoing efforts to tackle insufficient consumer spending, which has been identified as a significant barrier to sustainable economic growth.
Boosting consumption has been highlighted as one of the primary objectives in the government’s work report for 2025.
By focusing on both traditional and new forms of business, the plan seeks to stimulate demand and foster a more vibrant service industry, paving the way for long-term economic expansion.
