The Federal Government has unveiled a comprehensive plan to launch a state-by-state housing development and home ownership campaign across the country, as part of its Renewed Hope Housing initiative.

The plan, which will span all 36 states and the Federal Capital Territory, aims to expand access to affordable housing for Nigerians across all income levels.

Minister of Housing and Urban Development, Arc. Ahmed Dangiwa, disclosed this during the opening ceremony of the 19th edition of the Africa International Housing Show, which took place on Tuesday, July 30, 2025, in Abuja.

The event, themed *“Re-imagining Housing through Innovation, Collaboration and Policy,”* was convened by Festus Adebayo, Founder and CEO of AIHS.

According to Dangiwa, the initiative is part of the Federal Government’s broader strategy to tackle Nigeria’s long-standing housing deficit, which affects millions of citizens, especially those in low and middle-income brackets.

He noted that although the Federal Government has designed robust housing policies, the biggest challenge remains at the state level.

“There are significant delivery gaps at the sub-national level, where many state governments still lack the planning systems, technical know-how, and financial capacity to implement viable housing projects,”

Dangiwa said. “Our new state-by-state campaign is designed to bridge that execution gap and bring housing development directly to the grassroots.”

Under the initiative, the Federal Government will work closely with state governments to appoint housing reform champions as Special Advisers to Governors.

These advisers will coordinate state-level implementation of housing policies, convene roundtable discussions to review existing housing plans, and work with stakeholders to structure viable housing projects.

To ensure effective execution, the programme will be backed by strong partnerships involving the private sector, donor agencies, and international development institutions.

Key financial institutions like the Federal Mortgage Bank of Nigeria, Nigeria Mortgage Refinance Company, Family Homes Funds, Shelter Afrique Development Bank, and the MoFI Real Estate Investment Fund are already on board to provide technical support and funding.

In addition, Dangiwa announced the establishment of a National Housing Policy Coordination and Monitoring Committee.

The committee will consist of housing experts tasked with evaluating the effectiveness of the campaign and tracking progress in implementing Nigeria’s broader National Housing Policy.

“Housing is not a privilege; it is a right. It is the bedrock of health, dignity, productivity, and national stability,” the Minister declared. “When we invest in housing, we are investing in our people, in jobs, in economic growth, and ultimately in the future of our nation.”

He also acknowledged that the scale of the housing challenge cannot be met by the government alone. “That is why we are leveraging Public-Private Partnerships with credible developers to deliver Renewed Hope Cities that target mid to high-income earners,” he said. So far, over N70 billion in private sector capital has been attracted to fund these projects.

Festus Adebayo, the convener of the AIHS, praised the renewed government commitment, stating that the conference serves as a platform for stakeholders to exchange transformative ideas and seal investment partnerships that can move the sector forward.

“This show is more than an exhibition,” Adebayo said. “It is a celebration of progress, ideas, and bold partnerships. From policy dialogues to business matchmaking, this is where impactful housing solutions are born.”

The initiative, stakeholders say, represents one of the most ambitious housing campaigns in Nigeria’s history and is expected to significantly reduce the country’s housing shortfall if successfully implemented.
