Ukrainian President Volodymyr Zelensky on Monday formalized a major defence acquisition, signing an agreement with France to purchase up to 100 Rafale fighter jets.
The memorandum of understanding, co-signed by French President Emmanuel Macron, also reportedly includes the SAMP/T air defence system, enhancing Ukraine’s integrated air capabilities.
The signing took place in Paris, where Zelensky is on his ninth official visit to France since Russia launched its full-scale invasion of Ukraine in February 2022.
Macron described the agreement as a “great day” for the two nations, highlighting continued support for Ukraine amid the ongoing conflict with Russia.
This deal follows a similar MoU that Zelensky signed with Sweden in late October, covering the potential acquisition of up to 150 Gripen fighter jets.
Together, the agreements indicate Ukraine’s strategic effort to build a modern air fleet of at least 250 aircraft, aiming to bolster its aerial defence and offensive capabilities against Russian forces.
While the Rafale jets are known for their versatility and advanced combat systems, the financial structure behind the multi-billion-euro purchase remains unclear.
Both Ukrainian and French officials have yet to provide detailed funding arrangements, leaving questions about the timeline for delivery and integration into Ukraine’s air force.

Military analysts note that acquiring the Rafale jets would significantly enhance Ukraine’s air power, enabling long-range precision strikes, advanced reconnaissance, and superior defensive operations.
The inclusion of the SAMP/T system adds an extra layer of protection, potentially safeguarding critical infrastructure and civilian centres against aerial attacks.
The signing of the MoU is also symbolic, reflecting continued Western support for Ukraine amid its protracted conflict with Russia.
France has consistently provided military aid, intelligence support, and diplomatic backing, reinforcing Ukraine’s position on the international stage.
Zelensky’s diplomatic visits and defence deals underscore Kiev’s ongoing effort to secure modern military hardware to maintain strategic parity.
As the situation in Ukraine remains tense, the acquisition of these fighter jets could shift the dynamics in the air, providing Ukraine with additional deterrence against Russian operations.
Officials in Kiev are expected to further engage with Western allies to finalize procurement processes, financing options, and delivery schedules.
