Former Kano State Governor, Abdullahi Umar Ganduje has mooted the introduction of an Independent Hisbah initiative across all 44 local government areas of the state, a move he says is designed to strengthen the work of existing security agencies.
Chairman of the Independent Committee, Sheikh Haroon Sani Ibn Seena, said forms had already been issued to 12,000 persons who underwent screening across the 44 councils in preparation for the rollout.
He explained that the structure of the Independent Hisbah dates back to the tenure of former Governor Rabiu Musa Kwankwaso, when the full scope of Islamic Shari’a law was not implemented.
Sheikh Ibn Seena stressed that the Independent Hisba Fisabilillah would collaborate with recognised security agencies while maintaining zero tolerance for activities that violate the law or contravene the teachings of God.

He added that the Nigerian Constitution empowers the group to hand over anyone found engaging in improper conduct to the appropriate authorities.
The committee also cautioned individuals aligned with Hisba Kwankwassiya to withdraw and join the Hisba Fisabilillah initiative instead. Forms for enrolment are free and have been distributed without charge.
The development comes amid previous warnings from the Kano State Government, which had threatened to arrest Ganduje over suspicions that he intended to establish a private security force.
The committee behind the project, however, insists the plan does not amount to forming a private militia but is simply the revival of an Independent Hisbah Fisabilillah, separate from any state-backed security outfit.
