Ghana legalises cannabis farming for industrial and medicinal use, opening licensing process to companies after parliamentary approval nationwide.

Ghana has formally legalised the cultivation of Cannabis for industrial and medicinal purposes after lawmakers approved the policy framework allowing licensed companies to engage in regulated production.

The decision follows approval by the Parliament of Ghana, which passed the necessary legislative measures enabling the government to open a licensing regime for qualified businesses interested in cultivating and processing cannabis under strict regulatory conditions.

Authorities say the new policy focuses on the cultivation of cannabis varieties with low tetrahydrocannabinol levels, primarily intended for pharmaceutical manufacturing, fibre production, and other industrial applications.

Under the framework, companies seeking to participate in the sector must apply for official licences and comply with stringent regulatory requirements covering cultivation, security, processing, and export standards.

Government officials have indicated that the move is aimed at positioning Ghana as a competitive player in the growing global cannabis industry while ensuring strict oversight to prevent misuse or diversion into illegal markets.

The legalisation is also expected to open new investment opportunities, attract foreign capital, and create jobs across agriculture, pharmaceuticals, and manufacturing sectors.

Officials say the licensing process will now begin, with regulators accepting applications from qualified firms seeking to operate within the newly established legal cannabis industry.

Regulators are expected to place strong emphasis on monitoring and compliance to ensure that cannabis cultivation remains strictly within the limits of industrial and medicinal use. Authorities say licensed operators will be required to implement advanced tracking systems and adhere to strict reporting requirements to prevent diversion into recreational or illegal markets.

Industry analysts note that the move could significantly strengthen Ghana’s agricultural diversification strategy by introducing a high-value crop with strong export potential. With global demand for medical cannabis products and hemp-based materials rising steadily, Ghana could position itself as a key supplier within the African and international markets.

Stakeholders in the pharmaceutical and manufacturing sectors have welcomed the development, saying it could stimulate research, innovation, and value-added production in the country. They also expressed optimism that the emerging cannabis industry would encourage partnerships between local businesses and international investors, contributing to economic growth and technology transfer.
