The European Union, EU, United Nations, UN, and international partners have renewed commitment to facilitating an inclusive, Sudanese-led political dialogue aimed at ending the conflict and promoting a peaceful transition.
The announcement was made in a statement signed by Anouar El Anouni, spokesperson for EU Foreign Affairs and Security Policy on Wednesday. Other members of the “Quintet” include the African Union, AU, the Intergovernmental Authority on Development, IGAD, and the League of Arab States.
El Anouni said the statement comes ahead of the Third International Sudan Conference in Berlin on April 15, 2026.
He expressed concern over the continued deterioration of the situation in Sudan, noting that the conflict has entered its fourth year, with ongoing hostilities, violence against civilians, and a risk of fragmentation driving displacement and deepening humanitarian needs.

The Quintet called for urgent measures to reduce violence, protect civilians, safeguard national infrastructure, and ensure safe and sustained humanitarian access.
El Anouni said the Berlin conference would provide a platform for civilian and political stakeholders to contribute to preparations for inter-Sudanese dialogue.
He noted that the civilian and political seminar has a limited capacity of 40 participants but is part of a series of events aimed at broad representation.
The statement reaffirmed respect for Sudan’s sovereignty, unity, and territorial integrity and rejected any attempt to establish parallel governing structures.
It called on all actors to support de-escalation efforts and create conditions for a negotiated and durable peace.
