President Joe Biden issued a directive on Wednesday permitting Cyprus to purchase weapons from the US government and access surplus American military equipment. This decision has been lauded as a step in promoting stability in the region.

For Cyprus, the directive marks a milestone after the 2020 lifting of a decades-long US arms embargo. The government in Nicosia sees it as recognition of Cyprus as a reliable US ally.

The island nation has contributed to regional stability by delivering humanitarian aid to Gaza via Biden Approves US Arms Access for Cyprus, Boosting Defense Tiesa maritime corridor and facilitating the evacuation of foreign nationals from conflict zones.

In his executive order, Biden stated that “the furnishing of defense articles and defense services to Cyprus will strengthen the security of the US and promote world peace.”

US Ambassador to Cyprus Julie D. Fisher highlighted the significance of the directive in a post on X, calling it “an important step in deepening the relationship, enhancing security cooperation and promoting stability.”

The directive comes amidst improving US-Cyprus relations, bolstered by the 2023 election of Cypriot President Nikos Christodoulides, who has emphasized a pro-Western stance and a commitment to defense cooperation with the US.

Christodoulides recently indicated that Cyprus could pursue NATO membership under favorable conditions. He has also invited United State officials to assist in training local law enforcement on combating financial crimes.

Since gaining independence in 1960, Cyprus has pursued a non-aligned foreign policy, balancing relations between Washington and Moscow.

Biden’s action enables Cyprus to purchase US-made weapons at reduced costs directly from the United State government. Cyprus is also eligible for surplus military equipment, a significant development for a nation that previously relied on other countries, including Russia, for its arsenal.

Outgoing President Biden further approved Cyprus’ participation in three United State military programs: the Foreign Military Sales, FMS, Excess Defense Articles, EDA, and Title 10 Security Cooperation programs. These programs enhance bilateral defense ties and modernize Cyprus’ military capabilities, according to Greek media reports.

Under the FMS program, the US transfers military equipment, services, and training to international partners. The EDA program provides surplus military gear, while the Title 10 program focuses on developing the security forces of allied nations.

Washington officials have endorsed the expanded cooperation, viewing it as a step toward creating a new regional security framework with Cyprus playing a central role.

In 2024, Cyprus and the US launched a Strategic Dialogue and signed a defense cooperation roadmap covering 2024 to 2029.

President Christodoulides has consistently supported strengthening ties with the US and NATO membership. In December, he remarked, “Cyprus would join NATO tomorrow if it were possible.”
