The Rivers State House of Assembly has resolved to investigate the state’s finances during the six-month administration of Ibok-Ete Ibas as sole administrator.
This resolution was passed during the Assembly’s first plenary session on Thursday as lawmakers also Sked Governor Siminalayi Fubara submit the list of commissioners for screening.
President Bola Tinubu lifted the emergency rule on September 17, restoring all democratic structures in the state.
Additionally, Jake Epelle, CEO of TAF Africa, urged Ibok-Ete Ibas to provide a full accounting of funds spent during his tenure as administrator under the emergency rule.
Epelle emphasized that past experience showed some politicians involved in the crisis leading to the emergency rule were not trustworthy. He stressed that the people of Rivers have suffered enough and that those who managed state resources during the emergency must now offer clear explanations.
President Tinubu ended the six-month emergency rule on Wednesday, which had been imposed after he suspended Governor Siminalayi Fubara, his deputy Ngozi Nma Odu, and members of the Rivers State House of Assembly led by Speaker Martins Amaewhule.

However, Jake emphasized the need for the Assembly to collaborate with Governor Siminialayi Fubara on a new financial framework that aligns with the aspirations of Rivers residents. He pointed out that the legislature had neither reviewed nor contributed to the budget executed under the emergency rule, raising concerns about transparency and accountability. Call for Budget and Executive Council Nominees Jack further disclosed that numerous contracts were awarded and funds disbursed from the state’s Consolidated Revenue Account by the outgone Administrator.
He argued that it was imperative to establish a clear understanding of the financial decisions made during the emergency period.
In line with constitutional provisions and the peace agreement that facilitated the restoration of democratic institutions, Jake urged Governor Fubara to submit a list of commissioner nominees for the formation of the State Executive Council. He also called for the presentation of an appropriation bill to cover the remainder of the fiscal year.
Following a voice vote in which all members backed the motion, Speaker Rt. Hon. Martin Amaewhule announced that the Assembly would formally write to the governor to request the commissioner nominees and a fresh budget proposal. In his closing remarks, Jack commended President Tinubu for his role in reinstating democratic governance in Rivers State. He assured that the Assembly would uphold the Constitution and honor the terms of the peace accord, prioritizing peace and good governance in its legislative duties.
