The United States and Ukraine may have reached consensus on the key components of a proposed peace plan aimed at ending the ongoing conflict in Ukraine, officials confirmed on Tuesday.
Rustem Umerov, Ukraine’s National Security and Defence Council secretary and former defence minister, announced that the Geneva negotiations had yielded a common understanding on the core terms of the plan.
“Our delegations reached a common understanding on the main elements of the agreement discussed in Geneva,” Umerov said, adding that Ukraine would now engage with European partners to gain support for the next phase of the process.
Umerov also revealed plans for a visit by Ukrainian President Volodymyr Zelensky to the United States later this month.
During the trip, Zelensky is expected to meet with President Donald Trump to finalise the peace agreement and outline steps for implementation.
Meanwhile, senior U.S. officials have been holding talks with Russian representatives in Abu Dhabi, seeking common ground to end hostilities that began on February 24, 2022.
U.S. Army Secretary Daniel Driscoll has been leading discussions with the Russian delegation since Monday, focusing on creating conditions for a sustainable ceasefire.
The original U.S. proposal included 28 points, many reflecting Russia’s initial conditions for peace.
However, extensive negotiations with Ukrainian and European diplomats have ensured that the final framework addresses Ukrainian sovereignty and security concerns, while still providing a potential path toward an enduring settlement.
Russian President Vladimir Putin has acknowledged the U.S. plan as a potential “basis for a final peace settlement,” but he has cautioned against concessions that could disproportionately favour Kiev.

Analysts suggest that the ongoing trilateral discussions in Geneva and Abu Dhabi will determine whether the plan can be implemented without reigniting tensions.
Observers note that if successfully executed, the agreement could mark a historic step toward ending a conflict that has caused widespread destruction across Ukraine and strained relations between major global powers.
Both Washington and Kiev have stressed the importance of continued dialogue with European allies and Russia to ensure the plan is fully endorsed and operationalized.
The unfolding negotiations represent a significant moment in the international effort to resolve one of the most enduring conflicts in Europe in recent decades.
