In a major push to strengthen transparency, regulatory integrity and service delivery, the Nigeria Civil Aviation Authority, NCAA, has rolled out an automated system for the licensing of pilots and other aviation regulatory processes.
The initiative was unveiled at a digital stakeholders’ forum on the EMPIC Personnel Licensing/Medical,PEL/MED, software held in Abuja, where the Director-General of the NCAA, Capt. Chris Najomo, described the development as a critical step toward modernising Nigeria’s aviation industry.
Najomo expressed excitement over the deployment of the software, noting that it would ensure seamless and efficient licensing processes for aviation personnel.
He stressed that automation remains the most viable path to sustainable progress in the sector, as it reduces bottlenecks and improves the ease of doing business for operators and professionals alike.
He explained that the transition from manual processes to a digital system would enhance accountability, reduce delays and align Nigeria’s aviation regulatory framework with global best practices.
The project coordinator at the forum said the EMPIC PEL/MED software was designed to boost productivity by streamlining licensing and medical certification processes, while also improving data management and regulatory oversight.
Adding to this, the Director of Aerodrome and Airspace Standards, EMPIC PEL/MED said the introduction of the EMPIC software would significantly strengthen Nigeria’s aviation regulatory infrastructure.

He noted that a robust digital system was essential for maintaining safety standards and improving regulatory efficiency in a fast-evolving aviation environment.
Managing Director of the consulting firm handling the project, Mr. Adejola, described the deployment of the software as a significant milestone for the country’s aviation sector.
He said the project demonstrated what could be achieved through purposeful planning and strong collaboration among stakeholders.
The EMPIC PEL/MED software is expected to position Nigeria among countries operating standardised and technology-driven aviation regulatory systems.
The project spans 48 months and is structured into five phases. Phases 0 and 1 have already been completed, while the Authority is currently advancing into Phase 2, which covers software licensing and project initiation.
When fully implemented, the system is expected to enhance efficiency, transparency and confidence in Nigeria’s aviation regulatory processes, while improving service delivery to industry stakeholders.
