United Nigeria Airlines, UNA, has signed a Memorandum of Understanding, MoU, with Guinea-Bissau to establish Air Bissau.

According to a statement issued on Sunday in Lagos, the agreement will create a national airline for the West African country.

The MoU was signed by Dr. Florentino Mendes Pereira, Guinea-Bissau’s Transport Minister, and UNA Chairman, Prof. Obiora Okonkwo.

The signing ceremony took place in Bissau, marking a partnership aimed at improving regional and global connectivity.

Under the agreement, a joint venture entity will operate as Guinea-Bissau’s national carrier.

United Nigeria Airlines will provide majority investment, operational expertise, aircraft, and management support for the airline.

The Nigerian carrier will also provide an executive jet for the use of Guinea-Bissau’s President and government.

The Guinea-Bissau Government agreed to support registration and licensing processes under the country’s aviation laws.

It also pledged to streamline approvals through Guinea-Bissau’s and Nigeria’s Civil Aviation Authorities.

The government will designate Air Bissau as the official national carrier of Guinea-Bissau.

The designation will grant the airline rights under existing Bilateral Air Services Agreements, BASA.

This will strengthen its ability to secure regional and international routes, enhancing commercial opportunities.

Bissau’s Osvaldo Vieira International Airport will receive support for the carrier’s operations.

The support will cover ground services, access arrangements, customs, immigration, and security compliance.

The government also committed to investing in the airline and protecting investors.

It will use existing investment laws and tax frameworks to encourage sustainable growth.

UNA committed to training Guinean nationals as pilots, cabin crew, and technical personnel.

The airline will also employ local workers where possible, in line with government policies.

The MoU stated that UNA will oversee management, operational control, and general direction.

The arrangement is intended to ensure safety, reliability, and efficiency in operations.

The parties also agreed on safeguards covering insurance, maintenance, and investment protection.

“Full liability and hull insurance coverage will apply to all flight operations,” the statement read.

It added that independent safety and maintenance audits would be conducted annually.

The statement also highlighted measures protecting UNA’s investments from regulatory uncertainties.

“The agreement includes asset protection mechanisms against adverse policy changes,” it added.

The MoU takes immediate effect and remains valid for 18 months. It will continue until a final joint venture agreement is concluded.
