NCS begins tariff reforms implementation

Measures target trade efficiency, revenue growth and fiscal compliance

The Nigeria Customs Service, NCS, has begun implementing the 2026 Fiscal Policy Measures and Tariff Amendments approved by President Bola Tinubu, aimed at strengthening trade regulations, improving revenue collection and enhancing economic competitiveness.

NCS spokesperson Abdullahi Maiwada announced the implementation in a statement on Wednesday in Abuja, saying the reforms would align Nigeria’s tariff framework with regional and international trade obligations while improving fiscal administration across the country.

The measures form part of the Federal Government’s broader 2026 fiscal policy strategy and include revisions to import duties, export regulations and excise-related charges.

Comptroller-General of Customs Bashir Adeniyi had earlier disclosed the revised tariff regime while presenting the service’s 2026 budget proposal before lawmakers, stating that the changes were designed to stimulate economic activity and support government revenue objectives.

According to Maiwada, the approved amendments include the Revised Import Adjustment Tax List under the Economic Community of West African States Common External Tariff framework for 2022–2027, the Revised National List, and updates to the Import Prohibition List.

Other components of the reforms include adjustments to the list of goods subject to excise duty, the introduction of a Green Tax Surcharge on vehicles with engine capacities above 2000cc, and revisions to the Export Prohibition List.

The NCS said the updated tariff measures are expected to support domestic industries, facilitate legitimate trade and improve the administration of Nigeria’s fiscal and customs policies.

Maiwada urged importers, exporters, manufacturers, licensed customs agents and other stakeholders to familiarize themselves with the revised schedules and comply with the new regulatory requirements.

“To facilitate seamless implementation and promote transparency, the service has made the complete 2026 Fiscal Policy Measures and Tariff Amendments available for download,” he said.

The documents are available on the official NCS website, with the service encouraging stakeholders to review the provisions carefully to ensure compliance with the approved fiscal measures.

Maiwada reiterated the commitment of the Customs Service to supporting government economic policies while fulfilling its responsibilities of trade facilitation, revenue collection and border security.

He added that effective implementation of the reforms would require cooperation among stakeholders to promote a more competitive, transparent and sustainable economic environment.
