Former Philippines President Rodrigo Duterte is set to appear before the International Criminal Court, ICC in the Netherlands on Friday, following his arrival in the country on Wednesday. The 79-year-old is accused of crimes against humanity during his “war on drugs,” which resulted in at least 43 deaths between 2011 and 2019.
Duterte will make his initial appearance at 2 pm (1300 GMT), and the hearing will be streamed with a 30-minute delay. During the hearing, judges will confirm his identity, establish the language he prefers for the proceedings, inform him of the charges against him, and explain his rights under the Rome Statute.
The former president was detained at Manila’s airport on Tuesday under an ICC arrest warrant, then flown out of the country on a chartered aircraft with a brief stop in Dubai, before being placed in ICC custody on Wednesday.

Duterte served as president of the Philippines from 2016 to 2022, overseeing a brutal anti-drug campaign that led to thousands of deaths. Police reports state that around 6,000 people died, while human rights organizations estimate the toll to be as high as 30,000. Many of the victims were allegedly executed without trial. An investigation is being carried out to determine whether Duterte may be personally responsible for these murders, which could be classified as crimes against humanity, both during his time as mayor of Davao and as president.
The indictment is expected to be reviewed in a preliminary hearing in the coming months, following the ICC’s investigation into the alleged crimes in the Philippines, which began in 2018.
