President Bola Tinubu has praised the National Agency for Food and Drug Administration and Control ,NAFDAC, for successfully retaining the World Health Organization’s ,WHO, Maturity Level 3 status, underscoring Nigeria’s rising stature in global health regulation and the administration’s commitment to healthcare transformation.
President Bola Tinubu has congratulated NAFDAC for maintaining the WHO Maturity Level 3 status in the regulation of medicines and vaccines, a recognition of the agency’s consistent professionalism and robust regulatory framework.
The WHO’s re-benchmarking exercise, conducted from May 28 to May 30, 2025, affirmed that NAFDAC operates a stable, well-functioning, and integrated regulatory system for non-producing countries of medicines and vaccines—making Nigeria the first African nation to achieve and sustain this milestone since first attaining it in 2022.
In a statement released by his Special Adviser on Information & Strategy, Bayo Onanuga, President Tinubu lauded the dedication of NAFDAC’s management and staff. He emphasized that this achievement not only enhances Nigeria’s credibility in global health security and pandemic preparedness but also aligns with his administration’s Renewed Hope Agenda to transform healthcare nationwide.
The President highlighted ongoing initiatives under this agenda, such as upgrading over 17,000 primary health centers, improving maternal healthcare and diagnostics in underserved areas, training 120,000 frontline health workers, and aiming to double national health insurance coverage within three years.
He further reiterated the administration’s commitment to promoting local production of healthcare products, ensuring stronger collaboration with development partners and donor organizations, and expanding Nigeria’s pharmaceutical manufacturing capacity.

Tinubu assured the public that his government would provide full support to NAFDAC in its pursuit of WHO’s Maturity Level 4 — the highest global standard for regulatory excellence. This pursuit is part of a broader strategy to improve the quality, safety, and efficacy of medicines and vaccines in Nigeria, in line with international best practices.
The WHO’s sustained rating reflects significant investment by the Nigerian government to strengthen regulatory capacity, signaling a strategic advancement in the nation’s health sector. This success also complements executive measures taken by President Tinubu to boost local pharmaceutical manufacturing, including special waivers on pharmaceutical inputs and machinery to lower production costs and improve healthcare accessibility.
With this recognition, Nigeria stands as a regional leader in medicine and vaccine regulation, reinforcing its role as a reliable global health security partner and showcasing steady progress towards an integrated and resilient healthcare delivery system.
