The Independent Hajj Reporters, IHR, a faith-based civil society organisation dedicated to monitoring and improving Hajj and Umrah operations, has appealed to President Bola Ahmed Tinubu and the 36 state governors to intervene urgently to save thousands of Nigerian intending pilgrims from missing the 2026 Hajj pilgrimage.
In a statement issued in Abuja, the group expressed concern that the continued rise in the exchange rate and operational costs could make it impossible for many registered pilgrims to afford the trip to Saudi Arabia next year.
The IHR noted that while the National Hajj Commission of Nigeria, NAHCON, and state pilgrim welfare boards have been working to stabilise costs, economic realities have pushed Hajj fares beyond the reach of average Muslims.

“The cost of Hajj has increased sharply due to foreign exchange challenges and inflation. Without government intervention, thousands of intending pilgrims especially from low-income backgrounds may be forced to withdraw,” the statement read.
The organisation urged President Tinubu to consider a one-time special intervention fund or subsidy to cushion the effect of the foreign exchange rate on Hajj fares, similar to measures adopted in other Muslim-majority countries.
It also called on state governors to follow the example of past administrations by offering partial financial assistance to pilgrims from their respective states.
“The Hajj is a once-in-a-lifetime spiritual obligation for Muslims who can afford it. The government’s support in this situation would not only be an act of compassion but also a demonstration of commitment to religious inclusivity,” IHR added.
The group further appealed to NAHCON to continue engaging relevant financial authorities and the Central Bank of Nigeria to secure a favourable exchange rate window for Hajj operations.
IHR emphasised that early intervention would help ensure adequate planning, timely payments, and avoid last-minute crises that have historically affected Nigerian pilgrims’ participation in the annual exercise
