President Bola Tinubu has nominated Ambassador Ismail Yusuf as the new Chairman and Chief Executive Officer of the National Hajj Commission of Nigeria, NAHCON, following the resignation of Professor Abdullahi Usman earlier this week.
The nomination, announced on Wednesday by Presidential Spokesperson Bayo Onanuga in Abuja, is subject to confirmation by the Senate in accordance with Section 3(2) of the NAHCON Act, 2006. President Tinubu has formally written to Senate President Godswill Akpabio, requesting expeditious consideration of the nomination.
Ambassador Yusuf brings significant diplomatic experience to the position, having served as Nigeria’s Ambassador Extraordinary and Plenipotentiary to the Republic of Türkiye from 2021 to 2024. As a career diplomat, his international experience and understanding of Middle Eastern affairs could prove valuable in managing Nigeria’s hajj operations, given the commission’s critical role in coordinating pilgrimages to Saudi Arabia.

The nomination comes after Professor Usman’s resignation just 14 months into his tenure as NAHCON chairman. Usman had a turbulent tenure as commissioners disagreed with his style of administration. Several petitions were sent to the Presidency complaining about disregard for due process.
The National Hajj Commission of Nigeria serves as the regulatory body responsible for organizing, licensing, and coordinating the annual pilgrimage of Nigerian Muslims to Mecca, Saudi Arabia. The commission handles complex logistics including airlift operations, accommodation arrangements, welfare services for pilgrims, and ensuring compliance with Saudi Arabian regulations.
With Nigeria having one of the largest Muslim populations in Africa, NAHCON manages the movement of tens of thousands of pilgrims annually—a responsibility that requires strong organizational capacity, diplomatic finesse, and effective coordination with both domestic and international stakeholders.
The commission has faced various challenges in recent years, including managing increased costs due to foreign exchange fluctuations, ensuring adequate accommodations in Saudi Arabia, and addressing complaints from pilgrims about service quality. Ambassador Yusuf, if confirmed, will inherit these ongoing concerns while working to implement reforms that improve the hajj experience for Nigerian pilgrims.
The nomination now heads to the Senate for screening and confirmation hearings. Given the president’s request for expeditious action, lawmakers are expected to schedule Ambassador Yusuf’s appearance before the relevant Senate committee in the coming weeks. If confirmed, he will become NAHCON’s chief executive at a crucial time, with preparations for the next hajj season requiring immediate attention.
