The CAF Disciplinary Board recently convened to address several incidents and issues arising from the TotalEnergies CAF Africa Cup of Nations Morocco 2025 Qualifiers and CAF Interclub Competitions.
Numerous teams and football federations faced sanctions for misconduct, security failures, and fan disturbances during key matches.
CAF’s official website stated on December 29 that the disciplinary actions reflect CAF’s commitment to upholding the integrity of its tournaments and ensuring order across its events.
The disciplinary measures, the statement noted, are intended to combat disruptive behavior and strengthen security protocols for participating nations and clubs.
Equatorial Guinea was penalized for failing to provide adequate security during their AFCON 2025 Qualifiers match against Togo on November 14, 2024, in Malabo.
The Disciplinary Board found the country guilty, imposing a suspended fine of USD 25,000, along with an additional USD 5,000 penalty for pitch invasions by fans.
Libya was sanctioned for both fan and official misconduct during their AFCON 2025 Qualifiers match against Benin in Benghazi on November 18, 2024.
Violating Articles 82 and 151 of the CAF Disciplinary Code, Libya was fined USD 50,000 and ordered to play their next two official home matches behind closed doors.
Benin’s Football Federation faced penalties for non-cooperation in violation of Article 45 of the CAF Disciplinary Code during their qualifier against Rwanda.
The Board imposed a USD 5,000 fine and an additional USD 50,000 for misconduct by officials, with USD 25,000 of this fine suspended.
CS Sfaxien (Tunisia) was penalized for fan misconduct during their TotalEnergies Confederation Cup match against CS Constantine (Algeria) on November 27, 2024, when fans reportedly threw pyrotechnic devices.

The Board imposed a USD 20,000 fine, with USD 10,000 of it suspended for 12 months.
The Disciplinary Board also addressed a complaint from the Guinean Football Federation concerning match No. 143 between Tanzania and Guinea on November 19, 2024.
While the complaint was deemed admissible, the Board ultimately rejected it and upheld the match result.
USM Alger (Algeria) faced sanctions after their fans used smoke bombs during a Confederation Cup match against Orapa United (Botswana) on November 27, 2024. A fine of USD 10,000 was imposed, with USD 5,000 suspended for 12 months.
CR Belouizdad (Algeria) was fined USD 10,000 for the use of smoke bombs by fans during their Champions League match against Orlando Pirates (South Africa) on November 26, 2024. Half of this fine, USD 5,000, was suspended for 12 months.
Finally, AS FAR (Morocco) was fined USD 5,000 for smoke bomb usage by fans during their Champions League game against Mamelodi Sundowns (South Africa) on December 7, 2024.
An additional USD 10,000 fine was imposed due to the use of lasers by supporters during the match.
